I-10 Express Lanes Contract 2 PS&E


Traffic on I-10 is rising due to both regional growth and increased commercial traffic. Advanced Civil Technologies is leading the development of express lanes to provide relief to this important corridor.

As prime consultant, Advanced Civil Technologies is delivering the PS&E for Contract 2 of SBCTA’s I-10 Express Lanes program. This project will deliver one express lane in each direction, along with new auxiliary lanes and California Highway Patrol enforcement areas. Additionally, our team is thinking progressively and designing the facility to accommodate a potential second express lane, with soundwalls and overhead signs being built in their ultimate condition. In addition to managing the project, Advanced Civil Technologies is responsible for all aspects of roadway design, including highway design, drainage design, retaining walls, soundwalls, and quality management. Our team is also delivering the construction staging/traffic handling plans, signing and striping plans, electrical systems design plans, and the TMP for the entire 11-mile corridor.

Much of the I-10 corridor runs parallel to railroad facilities, requiring extensive coordination with the railroad.

The project requires extensive coordination with SBCTA’s Tolling Service Provider (TSP). Our team is taking a holistic approach to this coordination, involving the project team in discussions with the TSP to understand their design requirements and Key Performance Indicators. This understanding will inform the design of our civil infrastructure, and we are partnering with the TSP during design workshops and reviews to ensure all tolling components successfully integrate into the overall project.

Close coordination with Caltrans District 8 and the cities of Ontario, Fontana, Rialto, and Colton, as well as the Community of Bloomington and other stakeholders is also required. Additionally, because the project is part of the larger 30-mile I-10 Express Lanes program, our staff is working closely with Contract 1 of the program to ensure a seamless integration of the facilities.
